LLU Enabled but not offered?

As you can see my exchange is apparently enabled for LLU with AOL and TalkTalk - my area isnt cable. I rang up TalkTalk to get some info on them putting a new phone line in my new build and was only offered to normal ADSL, he said my max speed would be 2.5mbps (confirmed by their site). Is it something I have to ask for on the phone or would they usually offer it straight to me.
Or does LLU enabled mean only to certain houses? Im not IT illiterate (I build computers on the side and recommend services to people) but for some reason I cant get my head around this, as 2.5mbps is painfully slow at peak time when it slows to 60kb/s, and I like to play on my Xbox after work without a ping of >100ms

LLU just means that the ISP isn't reselling the BTw IPstream product it doesn't necessarily mean that they are offering ADSL2+ packages so speeds may only be upto 8Mbps. If you only get 2.5Mbps then ADSL2+ isn't likely to improve on that by much anyway.
A change of ISP may well improve on the high contention you are suffering. Take a look at http://www.dslzoneuk.net/isp_ratings.php0 -
It is possible for an exchange to be LLU'd to certain ISP,s but they are unable to offer you an LLU connection because the exchange is physically full. In which case they will offer you a BT Wholesale product. This mayor may not be the cae on your exchange.
An LLU service is still 'normal' ADSL, only some exchanges may offer a faster ADSL2+ service.No free lunch, and no free laptop0
