Co-op car insuracne still waiting for refund?

Bought car insurance ofr my step-mother, the site on that day was playing up as had set the insurance to start on the 16.2.10 and did not change it, and when coming to paying it offered amex but would not accept the card for some reason so tried visa debit and after a few attempts it manged go the website to accept.

Then received an email stating insurance would start that very day and not the 16.2.10, anyway Co-op informed us the following day 12.2.10 (which is also the day the orignal money came out the bank) to cancel and buy the policy again. We were also informed the money to be refunded could take 5-10 days but will probably be there in a few days. As of today no money has been refunded, what is the law on this? and why can they take a matter of hours to take the money but then take over what they state to refunded this money?

Call Visa debit and they will refund the money.
