OpenOffice Draw has a PDF editor plugin you can install which will do what you want. Slightly buggy with complex pdfs but OK with most.

copy /paste into word, edit as you wish then reprint to pdf with a free pdf printer?

A lot of PDF editors are not guaranteed to remove personal information from the underlying PDF code, so may not be suitable if eg the requirement is to redact personal data (to comply with the Data Protection Act) before releasing the information under Freedom of Information.

In such cases the safest option is sometimes to print, black-out and rescan.
