Custardy the information proves that the buyer did send the parcel, therefore the tracking information is valid. Therefore they have to refund to the buyer.
This is what happened in my case and i was refunded in full.
Paypal require proof that the item was received by the seller or at least received and refused by the seller. That was not the case in this instance where OP states
"I added the tracking info to Paypal's site...kept tracking it myself via Royal Mail site..but it just says that it's being progressed through their delivery system!"
Therefore according to RM themselves seller has not receievd or been capable of getting the item back.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. any tracking info on RD is shown on the RM customer site
so if its on route it shows that
if its delivered it shows that
all the op has is an RD number that shows it hasnt been delivered0 -
You sent via the wrong postal method so you weren't insured enough. There is also a chance you may not get £39 as it was sent via the wrong method its a bit of a lottery if RM refund in these cases0

Hi Sparklyfairy I has a similar problem with paypal a while ago. You need to contact paypal and tell them to want to appeal their decision. Then contact Royal Mail and get the full tracking information on your parcel. In my case the seller i was sending the item back to did not go to the post office to pick it up therefore i could not prove that i had returned it to the seller. If you can get Royal mail to send you this information on their headed paper upload it on to paypal and you will get your refund. Best of luck.
Cheers for that, I originally thought the seller wasn't collecting it at her po - but I think RM lost it because the tracking website has only said "item has been posted at x post office & is going through our delivery system"..still...after 15 days! It's def still worth me asking RM what happened to it...BUT I'm NOT telling them how much I spent on it, I'm going to tell them it was worth £39, not £158, so at least I'll (hopefully) get that much back at least.
I seriously have learned so much from this...and I feel such a fool! Note to self...Ebay return item...SPECIAL RECORDED from NOW ON!!! (Right?)0 -

No such thing as special recorded, special only and even then I would echo custardy's concern that fake items are not covered for loss anyway.
Also, for any Royal Mail claim you have to prove cost of item, so would have to send them the ebay page showing what you paid for it, so they will know it was worth more than the £39.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
