How can I get hotter water? (with pictures)

We have this problem but only in winter. We were told that it is something to do with the outside temperature of the water and the boiler can't heat it up quick enough as it somes through, thats why in summer the bath water is always really hot as the water coming from outside is warmer.
Only thing we can do is buy a more efficient boiler.

It's such a simple thing but having let the hot tap run at about 1/4 of its full capacity it seems that this has resolved it. Ok it takes a long time to fill a bath but I prefer the shower for everyday use.
