Just to be clear, was this a Parking Charge Notice or an Excess Charge Notice. Appeals differ if its ECN.
Edit, just seen its a pcn.
After the council reject your informal appeal to pcn (they usually do) you will get an NTO. Before you send off your appeal to this, compose it and put into your pepipoo thread for the experts to fine tune it. It does make a difference.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

Council ticket issuers are pressured into issuing lots of tickets. It's either some sort of issue x number of tickets or you lose your job, or get y bonus per x tickets. The obvious result of this is frivolous issuing of tickets.0
