I hate to differ but asbestos cement sheet is exactly the same as any other asbestos. The difference is that it is bonded into the cement and is regarded as safe for unlicenced persons to remove. However, if the material is damaged and fibres released it will become a risk to health.
With respect to the conservation issues, why not ring up the conservation officer and ask. I have never paid for advice on planning or consevation issues only when consent is required.0 -

Very good point and one that I had never thought of. I will get in touch with the Conservation Officer for our area.

Just a quick update......
Sent a brief letter to the local Conservation Officer outling what I wanted to do and got a reply back within 2 days.
The reply said I did not need Planning Permisson.
Thanks to Phil_L for saving me £30.........by not having to fill in a form supplied by the council Planning Dept.0
