Aol speed has dropped dramatically

since christmas my aol 8 meg throughput speed has dropped to a measly 0.6mbps on an evening,up until then we were averaging 4 to 6 mbps throughput.
after many calls to aol ,an engineer visit .they have washed their hands of the problem saying it is congestion at the exchange.strangely enough my neighbour is with BT BB and consistantly gets 3.5mbps throughput.
we connect with a rate of 8032 and a line rate of 6500 ,line noise and attenuation are all good.
as our exchange is not llu enabled we are crippled with only a few unlimited options.
aol bt 02 etc. does anyone have any experience of these providers or advice they can offer (apart from requesting a mac code).
our contract ends on the 28th of this month so unless things change dramatically i guess we will be voting with our feet.
we dont mind paying for a service BUT the throughput rate is so poor we cant watch the iplayer,youtube or anything like that.
