Water meters in flats

I live in a rented one bed flat and have been paying £13 a month for my water. The meters are underground and so when I moved in I called Yorkshire Water and they came out and read the meter. About 5 months later they called me to say they'd read the wrong meter the 1st time and so had done it again (this was about last April). In Jan this year they did their annual meter reading and it is now showing I'm £520 in debit They are sending someone out next month to check for a leak.

My quesion is, if its a leak and I live in rented property who is liable? Or, if they have read the meter wrong again how will they work out my usage?

Can't you read the meter yourself, they're usually under an easily removable small hatch.... I'm sure yorkshire water don;t come in with excavation equipment every time they want a reading. you can then test with everything switched off to see if the meter stops moving

Flats can sometimes be under quite heavy 18x24 lids which need lifting keys to lift the cover off.
