Insufficient postage paid by seller

I recently bid for and won a very small book for 99p plus £2.50 P & P so I paid £3.49 I have now received a card from the post office telling me "insufficient postage paid" by the seller they want £1.37 to release the item. I emailed the seller 2 days ago asking for a refund of £1.37 and I would then collect the item...No response. I'd like the item but I'm not desperate for it I feel £2.50 is plenty for a jiffy bag and postage. What are my options? Thanks

I'd give them a while- if they can only use their works computer or whatever then they might not have seen your message.
It's probably just a stamp fallen off and not intentional (£1 of that is a handling charge by royal mail).
Don't really know what to suggest if they don't get back to you, I guess your only options are to pay or to open a item not recieved claim through paypal, but I'm not sure how that would work if they've got a tracking number that shows it is unclaimed- I'm guessing not well, even though it's not attemped delivery as such.This is my opinion. I've been on both sides of this situation before; once when the post office put regular stamps on my packages instead of the large letter variety and once when a seller did the same thing.
When i was the buyer i photographed the royal mail card, e-mailed it to the seller and luckily he was a pretty decent guy and refunded me the amount i'd paid out to RM and a little extra for my troubles. But i guess it totally depends on the character of the seller; of course they should refund any excess you've had to pay out but they aren't forced to. But then you have the chance to leave relevant feedback.0 -

It is awkward if they don't reply. Most sellers would rush to compensate their buyer to preserve their stars and avoid negs. Hopefully you will get a reply from them soon.

RM charge underpaid items@ 2nd class,so for that amount it looks more underpaid than missing ot me
if its untracked i would open an item not received dispute
get your refund and then 're' refund the difference back to the seller minus costs incurred paying RM
you can pay online with RM so theres no further costs to you bar the £1.370 -

Thanks for the replies I'll scan the Royal mail card, Email it and give it a couple more days for buyer to respond .0

The only difference of 37p would be that they had stuck a first class 39p stamp and it needed a large letter over 250g (2nd class 76p). Bit stupid if they have done this.0
