I can!! Either you are very lucky and know nothing but fantastic people and have a wonderful extended family, or I am very unlucky in that not everyone I know are fantastic and my extended family:mad: ..etc..etc
I am ex-directory and as a back-up have caller display. 1571 answers the phone if I don't know the number and then if it is important or someone I do want to talk to after all then I phone them back.

A guy at work patches his phone through a modem into some software
and if it is a withheld number they get a message saying the line doesn't accept withheld numbers. I think if the caller id doesn't match any in his database then he can automatically give them the chop as well.

I changed my number and went ex-directory years ago after receiving nuisance calls. I was surprised to get a market research call a while later. I told the researcher that I would answer her questions if she would answer mine: how did her company obtain my number? She explained that their computer dialled random numbers which might or might not be real phone numbers, and that this is quite common!0

I am ex-directory, signed up with TPS and also have opted out of being on the publicly available electoral role. I give out my number freely to people I am sure of, but am just cautious with regards to people I don't know. I also hate sales calls and these days get maybe one every couple of months, whereas before taking these precautions I got them all the time.
However, I am extremely fortunate in having parents who live relatively locally and in the house that I grew up in - so I never miss out on wedding/party/catch-up invitations - even at my grand old age of thirty-something, people I know can always track me down.... but no-one can (easily) ring to try to sell me double glazing at a really crucial point in Eastenders.....0
