I agree - but I didn't say that though - I said 'access' to higher education is a human right. Access to HE is a right under international law, and has been intepreted as right in the ECHR. There is, of course, no right to have a free university education etc - nor should there be.There is no human right to educate those over the age of 18 or those classed as adults in this country or in the EU.
I disagree the US has decided taxpayers cannot to make a contribution to education. First, the US has many (in fact, hundreds) of universities that are state-funded, but more importantly, private universities are also given massive amounts of money from the US public purse - over 50% of Yale and Harvards' budgets come from the public purse. Lots of students get 'free rides' or reduced fees (very few pay the 'rack rate' fee that's shown on university websites).There is however a tradition of tax payers paying for the education of those over the age of 18 in this country. However if the government decides tax payers cannot afford to make this contribution like in the US then this will no longer happen.0
