strange download problem

i've got a weird problem - whenever i try to download anything bigger than a few mb from a browser, the download starts off fast then, after something between 5 and 30mb, stops completely. the transfer speed builds up to a certain point then just reduces, but as soon as the max speed is achieved it doesn't increase the amount downloaded, no matter what speed it displays.
if i then pause and resume the download (in firefox) it continues at full speed for a few mb, then stops again. this continues endlessly.
internet explorer does the same.
streaming video (e.g. iplayer) works fine. i tried using downthemall for firefox, but it suffers the same problem.
this happens 90% of the time i try to download anything. where would i start troubleshooting this problem?

Weird one. Could you perhaps try to disable all the add-ons in Firefox and see if that makes any difference.0

Could you also - although I'm reluctant to suggest this - disable temporarily both your firewall and anti-virus software and then download from a safe site (for testing purposes): something like http://www.winzip.com/index.htm .0

my standard test is to download the latest version of ubuntu as it's a large, legal, safe download. i disabled avg, but it made no difference.0

it has been happening for a while on and off, but i thought it might just be problems with whichever server i was trying to connect to. but recently it seems to be every single large download. i thought it might be something simple, so i rebooted the pc the other day and was suddenly able to download ubuntu. but now once again i can't get anything.
oh, and the previous test was with everything disabled.
i think my next test will be trying to connect another computer to the router, see if that suffers the same problem. i don't think i can recall having the same issues on any other pc.0 -

Ok as Busenbust said there will alway be an obtuse angle from somewhere
so have tried using ftp from say one of the ubuntu/source sites , preferably outside of browser ie on command prompt. i'll figure out a way to do that and give it a try.
i just tried resetting the router to factory defaults, and one of my downloads is now maintaining a steady, but slow, transfer speed on the ubuntu test. i wonder if that was it?0
