    That has always been the case. The whole bill becomes due in full at the start of the year, however the water company allow you to pay monthly so you don't have to pay in one go.

  • Without a payment plan the whole amount does become due> in 2 parts
    1st due 01.04 ..
    2nd 01.10 ...

    But they can sort out a payment plan for you easily (however if you default it will be due in full again) You could have a water meter fitted for a year and see how it goes. As long as you remember to have it taken out of charge 12 months ( can be 2 years for some companies) then you can go back onto RV but don't wait longer then the period given as they will then refuse and you will be charged on the meter without any choice.
