HERTZ price guarantee and fuel charges

Every time we book a car through RYANAIR for HERTZ the price is cheaper but the fuel is or isn't charged without reason.
Secondly, when you try and use their Price Match guarantee we are continually given the runaround - even though we are Gold members!
Has anyone else had similar experience and who is best for cheap car hire in Europe?

I have booked Hertz through Ryanair and fuel was charged as normal, i.e. you get a full tank and you return it with a full tank. I know that charging full/empty is common in Spain, but I've never used Hertz in Spain so I don't know if they do it.

There is no one company or broker that is consistently the cheapest - you always have to shop around to get the best deals. You also have to take into account fuel policy when comparing prices.

PS. You can get 20% off normal Hertz prices for members of Connect By Hertz car club - which is better than the Ryanair discount. When I used it they didn't ask for any evidence I was a Connect member...

A possible reason is that each Hertz car depot (or sometimes group of depots) is a franchise - a separate business that pays to use the Hertz name. Each depot sets its own policies on fuel. And may of course change those policies at will.
