Data Roaming charge for iPhone in the UK

Just posting on behalf of a friend so if I need any more info, please ask and I will speak to her,
She has just gone onto iPhone contract with O2 and was told that her monthy tariff included all mobile internet access.
She has just gotten her first on line bill and it shows an amount for data roaming, She has queried this with 02 and they have said it is a charge for using the internet outside her home?
I can't see that this is right but does anyone know when I can direct her for assistance as she dialed the iPhone support number and got nowhere?

I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Roaming changes are for using the phone outside the UK??
Did they say 'outside her home network' ? Has she been out of the UK since getting the iPhone ?0
