What is the best PAYG SIM only for low usage?

Hi Guys
My father-in law just lost his old mobile that he only used for 'emergencies' and he wants a replacement as cheaply as possible. I have a couple of old unlocked handsets that he can have, so the phone is no problem, but the SIM card is.
What I want is
1. A PAYG SIM.
2. No required payment or top up each month - just top up when needed.
3. Good value for ordinary phone calls and texts

Any suggestions along with best value suppliers would be greatly appreciated

How about easymobile?
They've an offer until 12/7 - buy a sim for £2 and get £25 worth of airtime. Calls cost 15p per minute to landlines and mobile networks and 3p to other easymobile users. No minimum spend. If you are referred from someone using them you both get an extra £5. They use T mobile network.

Problem with Easymobile seems to be though if you don't use it.
I reckon Virgin is probably the best overall for an emergency phone in that there is no problem if you don't use the sim for weeks/months at a time and the calls and texts are reasonally priced for the low user0 -
Tesco Value SIM maybe? 5p a text, 15p a min, and they would give you 6 months of no use before they cancel your credit and mobile number.0

Deffo go for Virgin with the circumstances outlined. No expiry on the credit....and then the window licker said to me...0
