Yes,as the vcr is capable of receiving colourr pictures,I have explained this above,but some people do not want to believe it, but believe me,what I have said is correct, If you have equipment capeable of receiving colour, it does not matter that you can`t see the picture,you need a colour licence.

Funnily enough I used to temp for TV Licence. I was inputing data from inspectors visits to premises.
I found out:
- TV Licence just send out reminder letters automatically regardless of what you tell them. They want to scare people into paying up.
- TVL carry out very few prosecutions.
- Look at the wording of the reminder/warning letter. It doesn't say that you will be fined, it usually says "you may" be fined. Its too costly for them to prosecute.
- Yes, an inspector cannot access your property without a warrant.
- I know that when inspectors visited homes where non-English people lived, and the Turkish/Packistani/etc etc just mumbled in their mother tongue, and pointed to their TV (the majority who use saterlite dishes to receive foreign channels) - the inspector would say they are exempt! Too much hassle... Then why are Sky subscribers forking out for TV lic? Strange...
- People who come round delivering the letters, they are not inspectors, they don't have a detection van round the corner - they are junk mail deliverers...

Just got the following this morning.
Despite the fact the licence number is on the letter,the first paragraph says there is no record of a licence in my name at the above address.
I have spoke to T.V. licensing and explained that the vcr I bought was a Christamas gift for someone and that I had no intention of giving T.V.licensing their address, she said not to worry )as if) and if I received any more letters to put them in the bin as no one will call

Not true.
You do not need a TV licence to own equipment that can receive TV signals. You only need a TV licence if you receive the signals. If you check the TVL website you will find that you do not need a TV licence to own the equipment and just watch DVDs/VCRs.

Whenever i receive letters from tv licensing in throw them in the bin and i don't phone them to let them know whether i have tv or not .I don't respond to threatening letters.Even if you tell them you don't have tv they won't belive you.kido0

To come back to your original post. You said you live in a flat?
If you pay a maintenance charge to a management company then tell them your communal aerial does not work and request that they fix it.
They will either fix it or tell you its an individual aerial and therefore your responsibility to get fixed. A new aerial, fitted, should be about £100. A fix should be less.
On the other hand, if you are just trying to save money on the TV licence you can ignore this.

I have received letters in the past from TVL at my address for a different name saying that i do not have a licence which I do. When i've phonned up about it they have said that someone has probably bought tv equipment given their name and a false address being mine. Thing is though i should imagine they think ive taken a lodger in who has a different name or their computer system is not all linked together0

About 6 years ago before I considered getting cable, myself and my then flatmates decided that telly was generally crap and we had no desire to watch it. the only use we would have for our tv was to watch videos. I rang up the TV licensing people and queried whether we'd need a license. As our TV was not tuned in to receive signals we didn't require one and it was noted on the their computer that this was the case. We later moved and got cable, and got our license, but never had any problems when we didn't have one.0

they cant actually detect whether you are getting a tv signal can they ( thats what i was told anyway) they go from adresses.0
