    That was one of the reasons, yes, IIRC.

    But banks are still under (arguably ineffectual) pressure to reduce those charges and a possible way of doing so is to even out the charges. That is reduce (further) the charges for unauthorised overdrafts, but introduce them for some or all other services. It would get them off the legal hook if not the customer displeasure one.

    And I suspect hundreds of thousands if not millions of people are already tolerating fees for ATM usage in garages, pubs, convenience stores, etc.
