Nokia 6310i does this message mean network locked?

I have just activated my easymobile sim card. I have put in in a phone I thought was network unlocked.

It will receive incoming calls fine, but I cannot dial out to any number. Gives me the message" Calls to this number are barred from this phone"

Does that mean the handset is network barred??

I dont think so. If the handset was network barred, the sim would not work at all. There is an option in some Nokias to bar outgoing calls, it could be that this has been activated.
