Remember: Buyers respond positively to listings that offer free P&P and in many categories they have come to expect it as the ecommerce standard. Therefore sellers who continue to offer free P&P on their fixed-price listings will continue to receive a boost in search results.
I read this as a warning from ebay that means your items may never get seen or sell for much less than they should do untill buyers get used to post and packing charges again and ebay stop putting listings with post and packing charges to the bottom of the listings queue.
Lots of buyers also search using free post and packing as a permanant filter to get rid of the stupid post and packing prices some sellers try to charge.
I would go with soolins advise and list now but add the post and packing into your starting price this will get you better results as I suspect also that lots of people will list on the 8th just as you intend to do.0 -

Yep still a couple of days to get stuff listed. This is especially useful for private sellers with lower end prices as even with capped postage rule on monday the most you can list for free is a 99p start and £2.75 postage. you pay more in fvf though as your starting will have to include postage costs. 10% on final sale total. i'll be glad to have the postage option back.0
