Another vote for hacksaw here - its inevitably in such an inaccessible position that trying to get any form of leverage is almost impossible. As for the replacement get one with stainless steel bolts and acrylic wing nuts - the bolts are less likely to rust but if they do its a lot easier to cut acrylic nuts off!Adventure before Dementia!0

At last. Took a while but I got the !!!!!! off. Very awkward but hacksaw and hammer to finish the job (!). New toilet seat now on. Thanks everyone.And if, you know, your history...0
