Be Value or O2 Standard?...

BE might have foreign call centres but they provide an excellent service and are very quick at responding to your complaint. I am with BE and cannot praise them enough. If there is a network outage planned I get emails and texts. If they are upgrading the network they still send the same, just to warn you in case it might affect you. I tweak my SNR noise margins too, but thats just to create a greater temporary speed, as it always reverts dependant on the weather conditions.0

How about this? http://www.chooseisp.co.uk/broadband-guide/articles/o2-broadband-or-be-broadband-which-is-better.html It's about O2 versus Be.
They don't seem to mention Be's foreign call centers though - I'm pretty sure they are foreign because I had to phone them up once, although it was a couple of years ago now.
Be's call centre is in Bulgaria if memory serves me right, the article also fails to mention that Be now do their Value package for £7.50 month, with no need for a tied-in mobile phone to achieve this price, the only downside is there is a 40gb download limit with this package.0
