Advice On Cancelling TV License... Is This Right???

I pay my license quarterly and im paid up till the end of feb So i called tv license people up today to cancel my tv license direct debit, wich they did with no bother.
Then they asked why n i said im moving back to my mums n dads at end of feb so i can sort myself out as recently lost my job n im strugglin financially..
so she then said that if i bring my tv back with me (to my mums n Dads) that il stil have to pay the tv license? because a license is per person NOT per household... I then said that i didnt have 2 pay it wen i was growin up there n that my mum n dad already pay the full license now n she said it does not matter???
Is she right? do i still have to pay a license wen i move back, she said it was per person so does that mean my 18 year old sis (who stil live with my mum n dad has to pay a license too)
Where do i stand on this??

I've noticed a lot of these kind of people and generally their usernames always end in 3 digits ie. 691 & 007, what is that all about?? You know who I'm talking about ;-)0
