PAYPAL-CAN SELLERS CHARGE XTRA TO COVER PP FEES?

As a seller myself, I 'don't ccharge my buyers extra' for using paypal, though I have noticed that lots of sellers do add a charge.  Lately I have seen this varying from 3% to %20!!!
However, I seem to remeber ebay tried to put a stop to this - can anyone remember?
nothing annoys me more than having to pay  a% on top of what i have bid!

I always charge extra for paypal - Why should I have to pay extra for someone elses convenience (I know you're not supposed to but, hoo, hey)

I charge a maximum of 50p extra for paypal, and the way I see it, you're saving the price of a stanp/cheque/envelope, as well as saving time/effort going to the post etc.

I wont bid on an item where the sellers charge extra for paypal.

If you dont want to pay the fees dont except it as a payment option is my theory, for me it is more convenient to accept paypal when i sell and to pay via paypal when i buy.

I think all buyers should be charged 2% of total. Why should the sellers have to pay all the fees.
