Blocked bidders

I have recently had a lot of hassle from a buyer who I am convinced was trying to scam me. I would now like to block him from bidding on any other items of mine. I've never done this before. Will ebay notify him that he has been blocked or will he only find out if he tries to bid on any of my other items? I am worried because he hasn't left feedback for me yet. If he finds out that I am unhappy enough to block him it might tempt him to leave a retaliatory neg.

I sold a piece of jewellery and the buyer claimed it was not as described and wanted me to send him £20 as compensation. I thought it was as described but offered him a full refund on it's return. He refused to return it because of his petrol costs to the post office and insisted that he wanted me to send him £20 otherwise he would report me to ebay and Trading standards. One night I was so worried about it that I couldn't sleep, so I got up and checked on the internet where his nearest post office was. It was 0.6 miles away from his house. It was at that point that I suspected that he was trying to scam me. After this, he wanted me to send him £10 to cover the cost of his petrol and a jiffy bag. Then he reduced the amount he wanted to £5. I agreed to this to bring the matter to a close. Almost a month later he has returned the item without it's box, and claimed that he hasn't sent the box because thieves would feel the package and realise it was jewellery.Fool me once, shame on you. I haven't left feedback yet. I'm worried that if I neg him then he will neg me back and I have 100% positive feedback at the moment. In my mind I have been trying to compose a neg that will fit the number of characters available, but I haven't come up with anything yet, and I'm not sure I've got the guts to do it.Fool me once, shame on you. You've got to neg him and take the hit. As long as your feedback is 99%+ a retalitory one won't hurt you. But you have to warn others about him!My broad mind and narrow waist are slowly swapping places!!0

I've got the item, but I still have my listing fee & final valuation fees to pay and I'm £4.10 out of pocket for postage. He's had a full refund (including his postage) and he's kept the box. The box is probably only worth a pound or two, it's just the fact that he has got one over on me that irritates me.Fool me once, shame on you. Fool me twice, shame on me. I wouldn't have refunded his postage after that kind of idiocy. (You're not obliged to) And I'd definitely have deducted money from the refund for the missing box - the item was returned incomplete.

count 89 days from the transaction and leave a feedback theni've done it before. it cos ebay allow 90days to leave feedback.
