Seller accepted paypal but now says they can't

No way would i continue with this transaction. The seller states in his auction:
PAYPAL VERIFIED MEMBERS..NO CREDIT CARD PAYMENTS
ONLY...SOLO...ELECTRON...TRANSFER FROM BANK
Which means his listing does not comply with ebay rules, which means he is likely to get suspended..and do you really want to be sending a cheque to a member likely to be suspended?

I agree there are a few dodgy things in the item's listings but as long as I could pay by paypal I was willing to take a chance. That's clearly not the case any more and I have no intention of going through with the sale. The question is how do I get out of it.
To file a NPS complaint I need to wait 7 days. Am I allowed to remove my money from paypal in the meantime or would it then look like I haven't attempted to pay? The only other option is to mutually agree with the seller to withdraw.0 -

People say on these boards do not worry about the retaliating negative feedback but then state they don't think anything lower than 99-100% feedback is any good.
Obviously as a seller you dont want neg feedback as buyers are definately less likely to bid and most are willing to lose out on money just to keep their excellent feedback - Come on eBay get this sorted!!!!‘It ain’t over 'til it's over’0 -

It's all to do with percentages though. If you've only got low purchases and sales *and* you have negs, then that could be deemed unlucky or it might indicate an underlying problem. The trick is to check and see what feedback is for and the overall percentage.
Yes, any seller can get a neg from a disgruntled buyer but big sellers can get a few negs before it even makes a dent in their feedback percentage so it means overall that 'most' people were satisified. On pure statistics a smaller seller who starts to get negs will have their feedback percentage destroyed but looking at it logically it means a much smaller percentage of their buyers overall are satisified.
It really is just pure maths...the bigger the seller the more likely they are to run across buyers who leave unjustified negs *but* the less harm those negs actually do. A small seller is less likely to run across bad buyers just because they aren't dealing with so many people, so negs really do stand out.

Just tell the seller you only deal with ebayers who accept PAYPAL and are therefore unable to complete transaction - he will not want anymore neg feedback!0

I sent a polite email to the seller this morning stating Quakers' advice on upgrading to a seller's paypal account and also that I was not willing to pay by any other means. I haven't heard anything back from them but looking at my paypal account the payment has now gone through!
I'm still slightly worried over the whole transaction but at least now I've got some protection should it all go belly-up.

Well it would appear my suspicions were correct.
I was never confident in this seller so as soon as 10 days were up (despite them saying delivery could take upto 14 days) I begun a chargeback through paypal. A couple of days ago this was found in my favour because the seller didn't respond however I've only received £105 back instead of the full £179.99. Today I received an email from ebay saying that the seller has been suspended.
I've emailed the seller demanding the rest of my money back but he's claiming ignorance and saying he doesn't have a clue who I am.
Paypal say they're going to try to retrieve the rest of my money but how likely is this? Am I able to do a chargeback from my credit card or would this render my paypal account pretty much unusable. Worse still would they be able to recover funds automatically from my bank account?

Contact your credit card people. It's highly unlikely you'll see a penny more of your money if you count on paypal.My TV is broken!
