What's with the scroll bars?

This morning I've noticed strange greyed-out scroll bars appearing when I quote (in the Parents thread), and I've just had them appear on a basic post (in response to Martin's blog). Took a screen-shot:

Most threads. Seems to happen mainly when people quote.
Like..................
Certainly seems to be something to do with images.
Even the
icon.

Well I'm using Google Chrome and haven't seen it at all so perhaps it's not linked to which browser you use?Oh dear, here we go again.0
