MOT worth the paper it's written on?

How much of a joke is the MOT system? I bought a car today which recieved it's first MOT yesterday - no advisory notice issued etc. The handbrake is AWFUL and the passenger side wiper blade does nothing. The dealer is rectifying the issues but !!!!!!? How the hell did it pass a MOT yesterday?! :rotfl::rotfl:

I think the handbrake test has to be at a minimum of 16% efficiency to pass. That is woefully low and won't hold a car on a really steep hill.
