All these address's names etc from your postcode of cardiff come up with the details on the FSA register that all relate to Legal and General in 2001????

Now if this is YOUR Black Horse then its definately looking like you CAN make the complaint against their Principals being Legal and General and they are still authorised now.
From your address for Black Horse comes this Chartered Trust in google search. Then if you look on the FSA register for Black Horse Limited there are two of them. One that had ties with Chartered Trust and one that is still autorised now. The one that had ties with Chartered Trust (who happen to have the same postcode as you have posted as being on your correspondence) is no longer authorised BUT they were only appointed representatives and had principals. Their principals were Legal and General and are still autorised now. Where FOS is concerned you can make the complaint against the principals being Legal and General and they have to accept the wrongs of appointed representatives and although YOUR Black Horse is no longer authorised they should still accept the complaint. I would certainly now give it a go against Legal and General and confirm it with FOS.
One more thing to add is that on Companies house both Black horse and Chartered Trust come up with the same address now being this

hi there. hope i can get help and this is the first time ive used this part of the site.
a company called irisco contacted me 2 years ago for a potential claim against the above bank.as i was unsure about this, they assured me it would be done on a no win-no fee basis so i agreed. all the paper work was sent to them and a few months later i was informed that i have a potential claim and because of the amount that they would send it to a team of solicitors.again all the paper work was signed ect and it was left in the hands of the solicitors to deal with,unfortunately irisco (changed name to something else) contacted me to say that after 8 months the solicitor was not keeping there end of the bargain and was askin permission to have my claim dealt with by yet another solicitor.again i greed and the paper work was signed and again i was told to wait.after 4 months with this one i was informed that again ivsigned the agreement papers to the third solicitor and that they was agressive and would settle quicker.this has been goin on for too long and i am fed up waiting for my money.i contacted both irisco and the solicitors voicing my opinion of my anger.this is beyond a joke.has anyone else had a similar0 -

Yeah it was in November 2009. I hope I’m not giving you bad advice saying what I done, it worked for me though, maybe you would be best to check with some of the experts on here. I’m just a cheeky wee rookie…
