Without doubt a bit of a cowboy. You can get a indemnity cert from building controls council it will cost you (different prices) dont think it i wrong for his surname and the area he works in (general) for us to watch out for . Or phone rouge traders and get him shamed:cool: hard as nails on the internet . wimp in the real world :cool:0
