Seems so - these new cards will be sent to everybody as the old cards expire or if you request a new one for a lost/stolen or damaged card.

I mean if you can't go overdrawn with a proper Visa why not give it out to everyone who can then benefit from the millions of places that show the Visa logo as being acceptable for the purchase of goods and services.

Because the basic accounts are costing the banks loads of money with no hope of getting anything back!
Perhaps if people ran their finances properly and did not spend money that they did not have there would be no need to have basic accounts.
