New phone advice for completely non-techie confused person please!

I need help please! it's a bit waffley, so please bear with me!

I currently have a pay monthly contract with O2 (via CPW) ... just a crappy T280i handset and my tariff is £15 per month which includes some free minutes and texts... some months I go over my call allowance, sometimes I don't. I have just come out of contract and am debating whether to cancel this and resign for a simplicity contract, or, I'm wondering about a phone that I can do internet on... I've just got an ipod touch which I love, and I like the idea of having the same internet functionality on the go, but also don't want to spend much month to month.

I don't want an iPhone 'cos I have literally just got the Touch, and don't want to spend much on a handset so wanted advice, and also, would I need a higher / special tariff for mobile browsing? I'm not sure if I can even get what I'm asking for, for what I'd want to spend!

Do you need to stay with o2 or are you open to moving? You will need a data add on with the tariff and I would recommend something like a HTC Hero for the phone (if you move from O2).
