Gloss or wallpaper first??

Speed. You'll find a pro will always gloss last if the walls are painted because he doesn't have to wait for the gloss (or whatever topcoat) to dry on the woodwork before emulsioning walls. Rule of thumb if all of it is painted - ceiling first, walls next, woodwork last.
Always wallpaper last though as has been said several times above.

Can you do ceilings and walls simultaneously? I said we could cut in ceiling, paint ceiling, start walls and finish cutting in walls.

Yes in effect you can but it's much too fiddly though to cut the ceiling in right to the corner. I always roller the complete ceiling which results in a small overlap onto the wall approx 0.5 - 1 cm in depth.
