Thanks for the replies, especially to Coupon-mad – you’re right, I was collecting items of post that cards had been left for. Wouldn’t have dreamt of stopping there otherwise!

I've registered on pepipoo and asked the questions there. Am also in the process of asking the council for a copy of the order and will go through the loading adjudication details. That’s a great help.

Will post back how things go.
