2010/11 ISA allowances

I have just telephoned my bank to check about the ISA allowances effective from the 6th April, 2010. They tell me that the limit will remain at £3,600 unless you are over 50. I spoke to two separate people who confirmed this.
My understanding was that from then, everyone could put in up to £5,100 in a cash ISA. As I understand it, at present the limit is £3,600 unless you're over 50 in which case the £5,100 already applies.
Am I misunderstanding this somewhere?

You're misunderstanding the intelligence you can expect from Bank employees
How someone can work adjacent to finance and be oblivious to the change is little short of frightening.
