    Apart from the era of Community Charge (1990 - 93) a major part of financing local government spending has been by some form of property based tax for several centuries. A lot of other countries also have a property tax.

    Time for a change?
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
