rescue shitzu living up to name!

Help!!! we have taken on a 1 year old entire female shitzu who is not house trained!!! we also have a female samoyed (6) they get on great but the shitzu is peeing everywhere! we put paper down and leave the door open etc but still going everywhere!? is it a teritory thing we dont want to let her go but any advice would be great, we had to get her clipped back as full of knots but we can see she will be a great dog if a little stubborn! we are getting her "done " in next few months, cheers, I dont want a smelly house!!!!!

Congratulations on your new arrival!
There was a thread about puppy training the other day, and as it sounds like you'll need to go back to basics, I'll take the liberty of quoting sarabe:To house train a puppy you need to take her out when she wakes, after she has eaten, after taking a drink, before, during and after a period of activity, when you come in, before you go out, during the adverts and every ten to twenty minutes unless she is asleep. Smaller breed and younger pups need to go more often especially when they are very active.
If you take her out and she doesn't go to the toilet, when you bring her back in you should sit her on your lap or tuck her under you arm and try again in five minutes. This then makes it virtually impossible for her to pee indoors and thus learn to pee indoors.
Don't make the mistake of teaching her to pee and poo indoors by using puppy pads.
As sarabe mentions, don't teach your dog that it's OK to go inside by using puppy pads, or in your case newspaper - by doing so you'll have to train your dog twice, once to go on paper, and re-train to go outside.
Also try keeping the door closed, to create an actual difference from inside to outside.
Your girl might be coming in season too, which might upset her weeing patterns.
We did the above with our rescued girl - she was about 6 months old, staying with her when she was outside and praising her when she went. It is the quickest, easiest and most effective way of toilet training doglets.

Have you had her checked to make sure there isn't a medical reason? It could be that there is an underlying medical problem that needs to be addressed first...
After that... back to basics
praise when she goes outside, ignore when she goes indoors and make sure you use a cleaner that takes away the odour of wee...
