It should only be a short quick beep, not a long "BEEEEEEP". The beep helps to pinpoint errors and where they might be... the actual beep length and number of beeps is very significant.

A long "BEEEEEP" is not healthy, but at least the m/board is doing something (probably trying to tell you that the video card has gone to meet its maker). Time for that visit to eBay I would suggest, but first try removing the video card and re-seating it (never works for me, but it's the standard advice).
