I haven't read the VM T&C and obviously you haven't either or you wouldn't be asking this question.

If the VM T&C are anything like those of any other broadband company then about the only thing they will guarantee is to take some money out of your bank account through your DD (or CC I suppose). They won't offer any guarantees on speed or even connectivity although most will grudgingly offer a small rebate if they cut you off for several days.

If you are not getting the speeds you think you should be complain to VM (they may tell you they are throttling your connection due to excessive prior use which is in the T&C) or they may fob you off with umpteen pointless tests. They may even fix it. If you don't like the outcome cancel and go with an ADSL provider instead.

Is this cable broadband or ADSL broadband you've got.

If its ADSL then it comes through the phone wires and Virgin have very little do with the speed. It all depends on the distance frome xchange etc. If this is the case, then no-one will make it any quicker its just tough.

It's VM cable, or he wouldn't be theoretically getting 20Mbps.
OP, you need to speak to VM and give them the chance to put it right before you start thinking about refunds.
