You are mad to use a sander on anything that isn't flat, you will end up with small gouges. There is no short cut here, use a heat gun for really thick paint, chemical stripper for intricate areas and to remove the last coat, then sandpaper to smooth. Oh... I will take advice ... sander has little attachments so thought that would help - also the hand rail will need a good going over..
For sand paper do I need the coarsest to start ? Dry sand paper or wet and dry?

I don't understand why varnish would have a white layer under it? You don't prime under varnish, because it would block the natural wood from showing through.
Perhaps you could post a picture to make it clearer to everyone.

Not only have you got a spindle missing the others look as rough as ............ (well something unmentionable anyway). For speed I'd seriously be considering replacing all the spindles. The handrail looks as if it will come up well with a bit of hard work (and elboe grease). I wouldn't use a coarser grit than 180 on it though going through a couple of stages towards 300 as you progress.

yes they dont look great - they do have stripper on them which is peeling off a treat now - if they look like this after all my sanding then i'll be worried..
missing spindle is not a problem will find one or live with the gap have done for a while!0
