Fraudulent use of cards with PIN - Can I get the money back?

My partner's wallet was stolen. He received a phone call from the 'bank' and under real stress, and some very convincing information gave out his PIN. He knew the moment he did it, it was a mistake and immediately contacted the banks to report it.
By that time over £3000 had been removed in cash from ATMs using all his cards (used the same PIN for all his cards).
This includes £1000 for the debit card.
Over £2000 for the credit cards.
We have a crime number etc. Can we expect any kind of refund? Does this giving out the PIN over the phone count as 'Gross Negligence' despite contacting the banks immediately?
Please - nobody write back to tell me 'you should never give out your PIN' etc... we know!

and were the transtions done in uk?

I would say it's because this sort of scam is constantly in the media and everyone know's someone who's been a victim so it just beggers belief that people are STILL falling for this nonsense. Personally i think everyone should sit some sort of finacial test before they are allowed any CC just to mesure their IQ level and see if they are a risk to the lender.
It may seem a little harsh but the reality is it's people like you and me that end up paying for the idiots in society.0 -

Well it was helpful putting something up on this forum just to get abuse back.
The withdrawals all took place from the same ATM... using 4 cards... and the cash withdrawal limits are set to £1000 on 3 cards, £4000 on another.
He was phoned at work as that is where his wallet was stolen, he didn't realise his wallet was stolen until he was phoned. He also has a 'managed' account and they do have his work number.
I was hoping someone could give me some advice regarding the Banking Code / Lending Code, as to what a definition of Gross Negligence was. In the Police's view being very effectively conned by a professional is not being negligent.0 -

Unfortunately revealing pins are considered negligent. If your partner told the bank that he revealed his pin then there will be absolutely no chance in hell he'll be refunded.We’ve had to remove your signature.
