Best place for comparison of broadband

Hi
I'm looking for a website which compares the best ISP providers, does anyone now which one is best?
I was hoping to sign my sister up for BT Broadband but it says you need a BT phone line. My sister lives with my mum and she has Talk Talk.
We really wanted to keep the bills seperate because my sister wants to pay the broadband herself.
I have looked at a few ISP's but they want you to change your phone line as well.
Can anyone offer any help on this?

Do you mean that your Mum has TT phone, or phone and broadband? You can't have two different broadband services on the same line. If your Mum pays her line rental to TT, then the line may be unbundled by TT and you could not have any other bb than TT on it.
Why can't your sister simply pay your Mum for the broadband cost direct?
If she is on a TT LLU exchange then the TT Essentials package is by far the cheapest option @ £6.49 incl the E&W calls.
www.samknows.com, then exchange search, LLU operator presence.
Any other solution would require a second line.No free lunch, and no free laptop
