Central heating problem?

I've been renting a flat in Aberdeen for the last two and a half years and have started to have a problem with my central heating. I went away over Christmas and came back to find my flat very cold. I figured that the freezing temperatures (-11oC) while I was away just meant the flat needed some time to warm back up again. (I left the heating on while I was away to stop the pipes from freezing). However, I've been back a few days now and my flat is still really cold. The heating is definitely set to on, the boiler is also on, I have hot water from the taps, and occasionally the radiators warm up but are cold most of the time. Is there something wrong with my central heating or do I just not understand how the 'on' setting on my central heating works (i.e. it's not meant to heat continuously, just cycle)?

P.S. I know I can get my landlord round to check but he leaves over an hour's drive away. I'd like an idea if there's something definitely wrong before dragging him all this way.

xx Park Road, Aberdeen - gazumped over a measly £3k (hope it was worth it) - May.
xx Castle Terrace, Aberdeen - offer rejected - June. Went to closing but I was away with work and missed it.
Flat actually sold for £5k less than I had offered - suckers!
