            I'm talking about rank and file staff who take half an hour to do a 5 minute job, who are resistant to any form of change that makes their job faster, either because it means having to learn something new or because it means having to do more work in a day.
 Maybe I'm a little biassed because I work in IT and have to provide support for these people, but IMO if you're in a job that, for example, requires you to use a computer as part of your day to day duties, and you end up ringing the helpdesk every other day because you can't figure out how to save your work, you really shouldn't be in that job. But in the civil service all that happens is that management document, approve and distribute a "how to save your work" procedure, and they spent 15 minutes following it, glancing back and forth between paper and screen, and then they phone the helpdesk anyway, if something unexpected like "That file already exists, do you want to overwrite it" appears.
 Don't get me wrong, within the civil service I have met an awful lot of honest, normal people and a few people who are very intelligent, skilled and motivated. Most of them usually quit for jobs in the private sector within 6 months though.
 i agree with a lot of this. some of these folk try harder to do nothing than they do at thier work, thier day revolves around tea breaks and as soon as the whistle blow they are out of there. they can't do anything 10 minutes before lunch time because lunchtime is soon....work permit granted!0

            And my point is that the sheer scale of waste (of time, money and resources) is largely hidden by the fact that most of the tax we pay is of the "stealth tax" variety, of which the fuel tax is the largest and most obvious. The government are well aware of this and are avoiding fixing the problem by keeping it that way.
 I'm sure if we got someone like Alan Sugar to run your local council, and made it legal for him to fire anyone he wanted, things would improve a great deal.0

 thats a great idea.
 maybe all local council offices should be made to take part in an apprentice type programme at work. im guessing you could probably half thier expenditure or the money could be spent better with a noticable improvement to all public services....work permit granted!0

 my sister works part time in the local library,she only works part time,but her hourly rate is almost equal to mine, she has no real qualifications,where as im time served. but i work for a private company. if she had to work for a private firm with her qualifications in a similar line of work she would earn the same as she gets per week with the library but she would have to work full time for it.
 council workers have a real easy time,its also almost impossible to get sacked,so this allows even more pish taking....work permit granted!0

 Come on people, all Alan Sugar ever did was have poor quality electrical products made in Asia, then import them in the the UK with an Amstrad badge fixed to them, he has done SFA for this country.
 It is just low quality TV, it isn't real.0

            Always had this in my head would it not be great to block the entrance to fuel stations and watch their profits dip or even better.
 Get the government to tax the boat waiting on our shores with fuel but waiting to deliver it when prices go up. ( Give them super tax for offshore loitering)
