I'm not sure you're doing the right thing daughter-wise but I know how hard it is so not get into that. I thought all mobile providers had similar things where friends and family can call each other cheap or free, surely Orange have one too. Or how about if she can at least get a tiny piece of discipline she could at least leave 20p credit rather than using it entirely... then she could call you and hang up for you to call back without needing 0800 reverse.

My phone has "closed user group" where you can restrict for only calling a small pre-set list of numbers, I think most phones do. This would solve your problem but would make it difficult for her as could not call her friends etc.

I don't know how much credit you're talking about but I have just got my 12 year old the Liberty Sim from Virgin, £10 a month for unlimited texts ( 3000 in theory) and 200 minutes. I was topping up £10 about once a month anyway so this seemed good. They do text a lot and I think at 15 they would probably use it even more! My 16 year old had similar but I recently put her on a contract, still unlimited texts but 300 minutes and a free phone for £15 a month.
