Yes - as the Conroe(Core 2 Duo) chip is VERY powerful and cool running!
It is based upon the Core Duo found in notebooks but has greater performance.
The Pentium 4 chips produce alot of heat.The £599 Dell system is stonkingly good value if you need a computer now but I would be inclined to get a system based around the Core 2 Duo chip.
BTW that deal has been around for a few weeks now! I think it is because Intel are trying to get rid of the old Pentium 4 based Pentium D chips before the Core 2 Duo is fully released that this system is very cheap.
