what do you mean by next year? 2011 or the start of the next tax year ie April 2010?
why wait until you think you are eligible. there is nothing to stop you applying now, and getting turned down, as it then means you are already on the system
then when you income does drop, its just a case of phoning them up, and giving your revised income. it means you wont have to wait the usual 6wks for your claim to be setup, as amendments are usually sorted, and payments start within a few days, if you are already known to them
