Penalty notice at free car park

I was at the Glargan hospital for an all day course and when I came out I found a KML Penalty notice on my car! it says I was causing an obstruction but I clearly wasn't. Yesterday there were two cars parked at the same spot. This is a free car park and they want £40 if paid within 14 days or it will go up to £60 There were no NO PARKING signs at the spot or yellow lines so I assumed it was fine to park there. Should I pay it? Also this one seems different to the one I was given at Tesco by an official Traffic warden, again there were no yellow lines or signs and it was a free car park. I paid that one straight away but not sure about this one. Any advice? It doesnt seem fair that it looks o.k. to park somewhere i.e. no signs and yet you still get a ticket!

You should not have paid the Tesco one, and should certainly not pay the latest.
Look at other posts about PPC tickets, and the tried and trusted advice is to ignore them.0 -
KML still active? They ceased to members of the BPA Approved Operator Scheme in December according the list the BPA published.
As oldone has said do not pay it, ignore all of the correspondence - regardless of how threatening it becomes - and move on with your life. Remember, this is not a ticket but a speculative invoice.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

However people do like to get re-assurance.
You get an official looking "fine" and then someone on the internet tells you to ignore it.
I can see why people get concerned.

@BFG - We - that is, those of us who loiter on this part of the forum, know full well what the "stickies" say but there are always going to be those posters who seek the reassurance that they have understood the guidance. Offering what purports to be a template - clearly intended to be abusive is hardly helpful.
@OP Don't be distracted. The advice is to ignore all of the correspondence you may receive - regardless of how threatening it may become (the chances of actually being taken to court are so slim its really not to be worried about) and move on with your life.
Remember, what you received is not a ticket - those you have to pay can only be issued by a council CEO or the police. What was stuck on your windscreen is nothing more than a speculative invoice.
Out of interest is it actually called a "Penalty Charge Notice"?

Awww, noooo! I so wish you hadn't said that you'd paid the Tesco one and you thought it was issued by an 'official traffic warden'. That means their scam worked which makes me really angry that PPCs are trousering so much money from misrepresenting their status.

The Tesco PPC stole your money, even if you parked a bit badly(!) or overstayed the supposed maximum parking time - it's not a crime and you didn't owe them anything! Nor do you owe anything this time.
