Cancel Tiscali now they're TalkTalk?

Hi people - just after a bit of advice. Recently I've noticed a serious decrease in the quality of my internet access, specifically during peak hours. I believe I'm about 6 months into an 18 month contract that I took with Tiscali. As I understand it they've been bought out and we're being migrated onto TalkTalk.
Last night I was trying to watch some sports on Sky Player and for the first time ever I had stuttering which made in unwatchable. This last week or so I've also noticed my download rates being a lot slower (more so during peak hours).
I had absolutely no problems with Tiscali's 8mb (actually got about 5) UNLIMITED service at £14.99 a month but am really unhappy that I'm about to have to pay an extra £5 a month for a capped service that is already having serious consequences for my internet use and is obviously being throttled.
Is there any way I can cancel the contract if this is a sign of things to come? I signed up for an unlimited service and they've not only changed the terms but also the quality of service I'm receiving. Coincidentally (and I genuinely mean coincidentally) I am moving house at the end of Feb. I would happily take my old Tiscali connection with me but if I'm going to be subject to this traffic management at greater expense to me then I'd much rather look for a new provider.
